Title: Technical Program Manager Senior
Location: Holtsville, NY -Hybrid Position - 3 days in Office
Duration: 7+ Months (Potential Convert to FTE)

Summary:
The Senior Manager of Program Management is a functional and technical leader responsible for developing a team of program managers while driving strategic initiatives and product development aligned with the company’s vision. The role oversees agile, cross functional teams—including Systems and Software Engineers, Test Engineers, Operations, and others—from initial concept through deployment. This position ensures achievement of complex program goals across performance, quality, security compliance, cost, schedule, and development budget.
The manager collaborates with Product Management, Marketing, and Experience Designers to define products, solidify business cases, and author product and experience specifications. Due to the company’s broad network of development partners, the role also participates in negotiations with Business Development and Legal. The position requires independent leadership of scaled Agile teams, strong cross functional decision awareness, and accountability for meeting business and program objectives. The Senior Manager acts as a recognized expert in their business domain and is proficient in AI terminology and toolsets.
Responsibilities:
Education:
Required: BS in Software Engineering, Computer Science, or related technical discipline
Preferred: MS degree
Experience:
12+ years in Engineering/Program Management and Scrum Master roles within fast paced environments
At least 2 years in a team supervisor/manager role

Responsibilities:
- Provide functional leadership across Engineering and Product Management, with potential future supervision of Level 1, Level 2, Senior Program Managers, and managers.
- Independently lead scaled Agile, cross functional program teams driving innovation initiatives.
- Support and promote agile skill development across the organization.
- Direct concept definition, requirements validation, architecture specification, and compliance with Application Lifecycle Management processes.
- Assess and manage cross functional impacts of decisions, balancing scope, schedule, and budget with minimal business disruption.
- Demonstrate complete accountability for program success against business objectives.
- Establish performance standards across complex programs with cross functional teams in multiple locations and time zones.
- Drive continuous improvement to enhance quality, efficiency, and time to market.
- Translate customer problems into solution requirements and define proof of value and ROI independently.
- Lead system integration planning, release management, demos, proofs of concept, and pilot efforts.
- Create and manage cross functional workstreams supporting sales enablement, development, and deployment.
- Build and sustain relationships across Sales, Services, IT, Finance, Marketing, Product, Engineering, and Support.
- Present technical, business, and program updates to Senior Leadership using digital media, dashboards, and Jira.
- Serve as a recognized expert in relevant business functions and processes.
- Utilize AI terminology and agent/toolkit capabilities effectively.
- Motivate teams to deliver reliable, high quality solutions collaboratively.
- Coordinate deliverables and project assets, proactively resolving moderate to significant issues and escalating complex challenges as needed.
- Engage additional resources to address obstacles and adjust program plans in alignment with management guidelines.
- Demonstrate advanced understanding of development processes, product launch activities, and risk management.
- Operate independently with no expected supervision for complex or novel problems.
- Understand the competitive landscape from both product and business perspectives.
- Define strategic initiatives supporting agile product development and collaborate with Portfolio Management to ensure alignment in the innovation roadmap.
- Develop business plans, strategies, and approaches to capture new opportunities.
- Create and protect intellectual property with strong knowledge of IP fundamentals.
Education:
Required: BS in Software Engineering, Computer Science, or related technical discipline
