This position is hybrid, working from your remote office and your assigned location based on business need. Travel is estimated to be about 2-4 days/month in Dublin, San Ramon, and Concord.
Position location is flexible throughout Client's service territory.

Department Overview
The Electric Operations Asset Encroachment Strategy team establishes a programmatic approach to reduce the existing asset encroachment backlog by 95%+ and stand up a
sustainable, end-to-end process for ongoing identification, validation, and resolution of easement encroachments.?
Position Summary
The Program Manager plays a crucial role in supporting Client’s risk reduction efforts. Specifically, the Program Manager will be supporting a process improvement effort for managing easement encroachments including tools and processes for detecting, validating, and resolving encroachments. The goal is to minimize system exposure to encroachments, keep assets and communities safe, and create a more efficient, scalable framework to manage each occurrence consistently. The Program Manager will be managing a portfolio, engaging stakeholders, communicating costs, improvements, and risk reduction to leadership. The Program Manager may also be involved with pilot projects designed to build new in-house capabilities for identification of encroachments using technology. The Program Manager may also support relevant policy or regulatory engagement on as-needed basis. This is a fast-paced, high-impact and high-visibility role.
Job Responsibilities will include:
• Act as thought leader, applying subject matter expertise in the development of strategy and resolution of complex issues
• Applies depth and breadth of knowledge of Program Management to the most unique and complex problems. Works autonomously. Anticipates issue and develops innovative solutions.
• Develops business case for budget and funding during the year. Works closely with peers and leaders in Electric Operations to ensure financial targets are understood, supported and achieved.
• Manages all aspects that are cross functional, complex, and have significant financial or political impact on the line of business.
• Partners with Director to determine most appropriate and effective program performance metrics. Develops content and format for reports and dashboards. Prepares and presents regular updates to senior management, addressing issues and gaining buy in on solutions.
• Develops program work plan, forecast and budget. Regularly monitors costs vs. budget, presents status and prepares and proposes solutions to address variances.
• Negotiates and sets productivity and unit cost targets. Prepares accurate forecasts, monitors spending, and develops and presents variance explanations
• Partners with Work Planning/Resource Management teams to plan and forecast short and long term work to be completed as part of the program. Develop creative solutions to address resource issues.
• Leads peers and partner organizations to develop and implement new and improved processes, procedures, policies, controls and best practices to improve customer satisfaction, efficiencies regulatory compliance and reduce costs.
• Develops communication and training plans. Ensures target audience is fully educated and adheres to program policies, processes, procedures. Ensures regulatory compliance with the program.
• Support community engagement and project planning, and represent Client
at key community meetings
• Maintain ongoing communications cadence with relevant partner organizations
• Support legislative and regulatory engagement on an as-needed basis, in partnership with relevant Client teams
• Enable and develop new partnerships and pilots
• Coordinate and participate in field visits
• Support development and recruitment of matching funding sources for partnership projects as needed
Qualifications
Minimum:
• 10+ years of experience managing portfolio of related or relevant experience
• Bachelor degree or equivalent experience in business
• Valid driver’s license
Desired:
• Background in electric utilities, easement
• Ability to work effectively with senior staff members and management
• Ability to effectively collaborate with external regulatory, governmental, business or customer groups
