Budget management to include daily tactical reconciliation and tracking cost centers totalling ~$100m annual spend with ~75 vendors. Cost centers include Facilities, Security, Conference Services and Meetings & Events.
Minimal learning curve for accounting systems and contracting systems like Coupa or Ariba
Strong relationship and interpersonal skills.

Job Description:
Purpose:
This position will manage the creation, implementation, and execution of MSAs, SOWs, invoices, accruals, reconciliations, processes and best practices related to budget management. Independently responsible for providing sound analysis, timely reporting, and quarterly close responsibilities for department. Evaluates spending performance and conducts overall budget tracking to complete analysis and develop recommendations. Responsible for driving all forecast update cycles for the department. Present forecast and/or actual results and findings to leadership team members on a recurring, periodic basis.

Relationships:
The Program Analyst reports to the Director, Business Optimization & Procurement Programs, within the broader Procurement & Business Solutions function. The role regularly interacts with internal PBS cost center owners, Finance business partners and external vendors.

Essential Functions:
• Manage the coordination/preparation of Anchor Budget and Rolling Estimate presentations and documentation.
• Partner to guide decision making regarding budget matters, financial compliance risks, and implications of proposed actions.
• Prepares and delivers ad-hoc reports for department leadership team and cost center owners.
• Provides recommendations and proposals to business and financial management regarding budget status, spending plans and habits and proactively identifies potential risk and opportunity areas.
• Supports the budget review, planning and tracking process for the mentioned areas with-in Business Unit.
• Serves as an expert in Daily/Monthly/Quarterly Financial review meetings with internal stakeholders: VP, department leadership team, finance partners
• Align on progress and actuals via reports using programs such as Coupa and SAP.
• Manage monthly and year-end accruals and supporting documentation
• Establishes department’s Budget Review meeting calendar. Prepares various analyses, schedules, commentary, as required by Finance’s Budget reporting document, in a timely and accurate manner.
• Collaborates with vendors when needed to ensure invoices are paid on time. This includes monitoring monthly rent payments for 800SMR and the DC Office.

Qualifications:
• Bachelor’s degree or relevant work experience required
• 7+ years of experience in similar role
• Demonstrated ability to collaborate with stakeholders to design and execute financial analyses to support decision making and planning.
• Demonstrated ability to work in cross functional, fast paced environment to lead and drive complex operational initiatives and drive best practices with finance counterparts.
• Able to multitask, self-effective priorities and implement decisions to achieve goals
• Proven collaboration across functions or teams in project management and/or team process, strong individual contributor.
• Must be able to translate problem statements and areas of improvement focus into specific projects and recommendations.
• Ability to maintain strong internal relationships.
• Advanced capability in Excel, PPT and Word required. Experience with Coupa, SAP or comparable enterprise systems preferred.
• Applies analytical methods and tools to translate data into clear, actionable insights and recommendations.
• Demonstrated ability to provide the highest quality services to internal and external customers, demonstration attention to detail and skill in auditing to ensure accuracy.
