Job Description

Title: Analyst, Statistical Programming III
Location: Columbia SC (Partially Onsite)
Contract length: 6 Months (Contract to Hire)
Interview Process: 1 in person interview

Job Summary:
Duties/About the role:
MSAD is a reporting department working with JJ/JM Part A/B and RRB claims. There are a few different types of work that we do monthly. The beginning of the month is centered around data integrity and standard/routine processes. At the first of each month, we assist the data warehouse with their table loads by ensuring the data is complete and accurate. Once the tables are updated, we then run all our standard/routine processes against the updated data and deliver those reports. The remainder of the month will be spent creating ad hoc reports and working directly with customers to ensure the information they receive is relevant and accurate to the request. Most of the job is centered around programming to create useful and insightful reporting. Currently, we use a combination of SAS and SQL to pull, manipulate and report the data. However, we will be shifting to Python by the end of 2026. With the shift to Python, we are also looking to expand on our different data visualization tools to include dashboarding and modeling. These skills would be highly beneficial to a candidate as well.
***We are looking for reporting skills, rather than software development skills. The job is very different from IT/networking, and day-to-day can look quite different as well. We are also looking for programmers that can handle mathematical computations using programming languages. ***

Day to Day:

  • 30% Develops, maintains, and executes complex database programs for the extraction and presentation of data for standard and ad hoc reporting. Creates supporting documentation outlining all procedures within scope of responsibility.
  • 15% Develops complex sampling design and/or execution methodology for sample selection.
  • 15% Develops difficult statistical analysis using standard reporting, ad hoc reporting, and data mining tools. Provides sophisticated data interpretation, compilation, and verification to guide departmental efforts.
  • 10% Prepares charts, illustrations, and other graphics and narrative reports to identify and explain patterns and trends.
  • 10% Participates in writing of articles suitable for internal/external publication to support departmental efforts. May assume a leadership role in this activity.
  • 10% Provides assistance in development of project plans and system life cycle maintenance, performing quality checks on relational database tables, and in the development of focused end-user applications.
  • 10% With leadership responsibilities as assigned by management, participates in development of change requests and testing plans for changes to existing relational database tables. Researches new sources of data and provides written and/or verbal feedback to management.

Soft skills: We are the subcontractors for a new contract. The analyst filling this role will need to have excellent communication skills as they will be in meetings with external vendors and as needed directly with CMS. These communication skills should speak to the non-technical as well, since not everyone involved will be at the same level of data understanding of what we do. Analyst should be capable of creating clear and detailed written documentation around the reports they are delivering, and will need to have a deep understanding of their role withing the contract as there are a lot of moving pieces. They will need to be able to quickly adapt to new environments and ways of working as we have seen CMS change programming languages and other systems frequently in other contracts. Finally, we are looking for someone who is self-motivated, confident and willing to hop on to challenging problems sometimes with little direction.
