PLEASE READ BEFORE SUBMITTING PROPOSAL: The contract will begin with full-time hours in July and possibly August 2026 and will shift to part-time thereafter until the end date 12/31/2027 or 1,040 hours limit is reached. The contract may not exceed 1,040 total hours.

Role:

• Team is seeking a Business Intelligence Analyst/ Developer with expertise in SQL and Python programming to help modernize the ETL processes for a reporting data mart named HAL (Health Analytics Library). This work anticipates development and conversion of ETL pipelines, data tables and data processes and delivery of other HAL code updates in the current HAL on-premise environment, in which OHA currently ingests ETL data from the DSSURS data environment hosted in AWS cloud, but will also preparing for the future migration of HAL to the client's cloud Azure. Environment. (NOTE: The migration to the ODE cloud, expected to occur in the next 1-2 years.)
• Contractor’s Key Person under this WOC will closely work with internal data management staff to identify scope of programming to update and update progress.
• Contractor’s Key Person will work with internal program staff to facilitate introductions with data owners and work team meetings.
• Reprogramming, testing and implementing HAL ETL code, currently written in legacy SAS language, into SQL/ Python language.
• Programming, testing and delivering other programming enhancements or programming work items related to HAL architecture, dataflows, tables, views, queries, reports, and ETL logic, including:
• Updating Medicaid claim data tables and reports used predominantly by the team for rate capitation analyses or to reflect updates in Medicaid national coding standards
• Performing other coding improvements needed by team users and other HAL users to improve analytical value and capabilities of HAL system data or to reflect changes in Medicaid eligibility, enrolment, benefits, programs, beneficiary and claim administrative coding- these types of improvements have accumulated over time and have reached a point in which they require a focused project and dedicated resources.

Tasks:

• Perform analysis of HAL data system as needed, which may include reviewing documentation and analyzing current HAL system/ environment, including data models, schemas and tables, data dictionaries, ETL’s, system and database management processes, data quality, security, queries, reporting environment.
• Work with the project team members (PM, BAs, DBAs, data analysts, architects), HAL management and HAL users to identify/ determine business/technical requirements.
• Gather and document detailed system, data and integration requirements for HAL system improvements (e.g. changes to ETL code, business rules, HAL tables, new or updated OHG Medicaid claim code grouping categories, etc.)
• Design, develop and implement data pipelines using ETL processes and SQL tables that extract, transform, and load data into a HAL Medicaid data system/ datamart that helps the organization reach its strategic goals..
• Migrate existing ETL process built in legacy SAS coding to Microsoft Structured Query Language (“SQL”) stack and Python language/ stored procedures, by:
• Working with various program areas and business teams to make code as modular as possible.
• Reviewing and analyzing existing ETL SAS programming code to update to new SQL/ Python language/ procedures
• Developing new SQL stack / stored procedures programming code to create new ETL processes.
• Test, troubleshoot and implement the new ETL code in the HAL test and production environments.

Required skills and experience:

• SQL programming language
• Python programming language
• Advanced data analysis skills.
• Experience using Microsoft DevOps, GIT or other code management tools.

In addition, the ideal candidate will have skills and experience in:

• SAS programming language
• Experience using Jupyter Notebooks
• Data Warehousing
• Good communication skills

Qualifications:

• Bachelor’s degree in finance, math, or data science.
• Hands-on knowledge of database tools SQL.
• Knowledge of programming languages like Python, Java, and R.
• Excel, Agile, Data modeling, Data analytics, Data mining, Data visualization.
• Familiarity with analytical tools like SAS, Hadoop, Spark, Hive, and Pig that may assist businesses in developing a solid BI strategy

Duties and Responsibilities:

• Extraction and analysis of company information, primarily financial, personal, expense, and revenue reports.
• Writing data collection and processing procedures.
• Ensuring that data is being correctly gathered, stored, and analyzed.
• Reporting data findings to management.
• Continually monitor data collection. Develop methodologies to improve data analysis.
