Role Overview
The OFSAA Transaction Monitoring Technology Lead is responsible for the technical architecture, development, stability, and optimization of the OFSAA Transaction Monitoring platform supporting enterprise AML (Anti-Money Laundering) programs.
This individual serves as the primary technical authority for Transaction Monitoring, providing hands-on leadership across OFSAA, FCCM, Oracle databases, ETL/IETL processes, scheduling frameworks, and data pipelines. The role focuses on ensuring a resilient, scalable, high-performing, and compliant platform.

Key Responsibilities
Technical Ownership & Architecture
  • Own the end-to-end technical architecture of the OFSAA Transaction Monitoring platform, including:
    • OFSAA
    • FCCM
    • Oracle Database
    • ETL processes
    • Job scheduling
    • System integrations
  • Establish and enforce technical standards, design patterns, and best practices.
  • Drive platform enhancements, performance improvements, modernization initiatives, and cloud migration strategies.
  • Evaluate opportunities for refactoring, re-engineering, and cloud enablement.
 
OFSAA Transaction Monitoring Engineering
  • Lead hands-on engineering and support for:
    • Entity Resolution (ER)
    • Transaction Monitoring (TM)
    • Reconciliation processes
    • Data validation
    • Batch processing
  • Design and maintain AutoSys job workflows, dependencies, recovery mechanisms, and restart strategies.
  • Provide expert guidance on:
    • Oracle SQL
    • Database performance tuning
    • Partitioning strategies
    • Statistics collection
  • Review and approve technical designs, implementation artifacts, and operational runbooks.
 
Production Support & Issue Resolution
  • Serve as the highest level escalation point for OFSAA TM production issues.
  • Perform root cause analysis across:
    • OFSAA
    • ETL/IETL pipelines
    • Oracle databases
    • File ingestion processes
    • Scheduling systems
  • Design long-term solutions for recurring incidents, data quality issues, and performance bottlenecks.
  • Proactively identify and mitigate technical risks before they impact AML operations.
 
Data Quality, Controls & Reconciliation
  • Design and implement technical controls for data quality, validation, and reconciliation.
  • Ensure data integrity across source systems, staging environments, and OFSAA TM layers.
  • Collaborate with data governance and controls teams to embed preventive and detective controls within transaction monitoring pipelines.
 
Change Delivery & Regulatory Initiatives
  • Lead technical delivery for:
    • Scenario updates
    • Threshold changes
    • Tuning exercises
    • Lookback enhancements
    • Regulatory commitments
  • Drive changes through the SDLC with emphasis on:
    • Testability
    • Traceability
    • Audit readiness
  • Support audits, regulatory examinations, and model risk reviews by providing technical documentation, evidence, and system traceability.
 
Technical Leadership & Mentorship
  • Provide hands-on leadership to developers, engineers, and vendor teams.
  • Review code, SQL queries, AutoSys job definitions, and technical solutions.
  • Mentor team members on:
    • OFSAA Transaction Monitoring
    • AML platform architecture
    • Production engineering best practices
  • Act as a technical liaison between AML business stakeholders and engineering teams.
 
Required Technical Skills & Experience
OFSAA / AML Platforms
  • Strong hands-on experience with Oracle OFSAA Transaction Monitoring (TM) and FCCM.
  • Deep understanding of:
    • Transaction Monitoring batch processing
    • Entity Resolution
    • Alert generation
    • Lookback processing
  • Experience supporting enterprise AML Transaction Monitoring solutions within regulated environments.
 
Engineering & Infrastructure
  • Advanced Oracle SQL expertise, including:
    • Query optimization
    • Performance tuning
    • Partitioning
    • Database troubleshooting
  • Strong experience with AutoSys or comparable enterprise scheduling platforms.
  • Experience with:
    • ETL/IETL frameworks
    • Informatica
    • File ingestion processes
    • Reconciliation frameworks
  • Working knowledge of:
    • Linux scripting
    • Batch operations
    • Production support tools
 
Delivery & Problem Solving
  • Proven ability to resolve complex cross-platform technical issues in production environments.
  • Experience leading technical design and delivery within large, highly regulated organizations.
  • Strong documentation, presentation, and communication skills for both technical and non-technical audiences.
 
Must-Have Skills
  1. Strong hands-on experience with Oracle OFSAA Transaction Monitoring (TM) and FCCM TM.
  2. Experience modernizing or migrating OFSAA/Transaction Monitoring workloads to cloud platforms.
  3. Exposure to high-volume payments processing or real-time monitoring platforms.
  4. Experience working directly with regulators, auditors, or model risk teams from a technology perspective.
