Ideal Capital Projects Sourcing Manager candidate: 5 years hands-on capital construction experience in procurement and competitive RFP, participating directly as member of capital project teams. travel about 5% high value projects experience. At minimum should have Ariba skills; Scout and/or Sirion experience is highly desired. Understands contracting negotiations and execution.
 
Company is searching for a Capital Projects Sourcing Manager, who will be responsible for helping execute the sourcing processes across a portfolio of capital construction projects as part of the Global Strategic Sourcing (GSS) department in a fast-paced environment. The Capital Projects Sourcing Manager will report to the Category Senior Manager for Capital Construction and have the opportunity to work closely with many different internal business functions and many external construction services and capital equipment suppliers. At company, our mission is simple: to serve patients. After virtual onboarding and training, the Capital Projects Sourcing Manager may be located at one of company’s sites on the east coast or work remotely. East coast sites include West Greenwich, RI; Columbus, OH; Raleigh, NC and Tampa, FL. Primary responsibilities include the following:
• Assigned to a portfolio of large capital projects valued of $500 million+ each and potentially a number of medium capital projects in a $5 to $25 million range
• Provide support to a variety of spend sub-categories including Architectural and Engineering services, Construction Management services, Automation Integration services, Commissioning, Quality and Validation services, and General Construction Contractor and individual Construction Trade Services
• Execute and implement the sourcing strategy and purchasing needs of company’s US based spend across the Operations organization
• Execute e-sourcing (eRFX) for the Capital Construction and Capital Equipment Global Category Management (GCM) teams
• Be the Procurement Process and Systems expert ensuring compliance with all relevant global sourcing policies and procedures, and participate as an integral member of Project Delivery teams
• Be the Contracting lead, leading contracting activities including selecting appropriate contract template, negotiations and contract creation in Sirion, managing ongoing contract management needs and to be accountable for hand-off to Contract-to-Pay teams
 
Preferred Qualifications:
• Combination of: Sourcing, Contracting, and Project Management
• Minimum of 6-years hands-on experience as the Sourcing or Procurement Lead on more than one Project Delivery team
• Broad knowledge of the construction market forces shaping a customers business context (e.g. supplier base, legal & regulatory environment, sources of competitive advantage)
• Ensure company’s procurement policies are followed and that compliance metrics are met or exceeded, supported through supplier contracts published in Sirion
• Inform stakeholders on company’s sourcing policies and procedures, providing support and corrective actions where required
• Assists overall Project Manager with all matters related to strategic sourcing and procurement as a vital member of Project Delivery teams
• Manage commercial relationships as liaison between Project Delivery teams and suppliers
• Develop and maintain Project Sourcing Plan with Project Manager as a "living document" throughout project life cycle
• Lead selection of Project Delivery approach, Contract Strategy and commercial price structure and incentives/penalties
• Facilitate supplier selection process, whether competitively bid or single sourced
• Draft and ensure timely reviews and execution of all Contract documents using Sirion
• Provide basic training of Contract provisions to Project Team and serve as the source for Contract interpretation and application during project execution
• Work with Project Manager and Project Controls Manager to resolve valid contractor disputes, claims and/or change orders
• Experience in construction within the Pharma industry is a plus

Basic Qualifications   
Doctorate degree OR
Master’s degree and 2 years of experience OR
Bachelor’s degree and 4 years of experience OR
Associate’s degree and 8 years of experience OR
High school diploma / GED and 10 years of experience
 
Top 3 Must Have Skill Sets:   
(1) Capital Project support skills as part of project team including eRFX
(2) Hand-on eRFX skills using an e-tool such as Ariba
(3) Contract negotiation and execution skills for engineering and construction
 
Day to Day Responsibilities:    
Act as sourcing lead assigned to capital project team for multiple projects totally well over $500M in value. Work with project team to schedule sourcing events and track subcontracting plans. Draft, negotiate and execute project Orders referencing master agreement terms and conditions. Assist project team with matters related to contractual obligations of the parties.

Candidate has no be a part of a capital project team for a large project greater than $100M. Candidate cannot walk through the steps of how they used an e-Tool to manage multiple RFX events associated with more than one large capital project.
Candidate is unable to walk through the contracting requirements to support engineering, construction, automation and/or commissioning of large capital projects.
 
Interview Process:     
Pre-screen by hiring manager. If qualified, additional interviews will be with 2 other members of the capital construction sourcing team.
