Job Description

Title: Sr Proposal Developer
Location: Columbia, SC, Dallas, TX or State College, PA (Onsite)
Duration: 12 months


Day to Day:
  • Daily activities/tasks include maintenance of unit procedures and process documentation, review of content developed by subject matter experts to ensure the content is compliant, compelling, credible, correct, consistent, concise, and clear.
  • Schedule and facilitate review updates, pink, red, gold team reviews, technical work sessions, and data calls.
  • When there is a proposal response underway, the focus is on that response and all obligations that go with preparing and submitting a winning response!
  • When not engaged in a response effort, business support, maintenance, and housekeeping tasks are underway. 
  • Responsible for the overall proposal management process and provides expert-level guidance into proposal-related policies, processes, and procedures. 
  • Takes ownership and responsibilities of all phases of the proposal life cycle to ensure complete, compliant, responsive, and customer-centric proposals are delivered on time for solicitations (RFPs, RFIs, RFQs, task orders, etc.) ranging from minimum size and complexity to very large efforts requiring coordination with multiple business partners.
Looking for:
1.          Experience interacting and communicating with Executive leadership.
2.          Superior communication skills with the ability to coach, mentor, and direct individuals along with being diplomatic. 
3.          High competency with Microsoft Word and Adobe Pro.
4.          Experience or broad understanding of Proposal Software like Visible Thread, PandaDoc, etc. 
5.          Key Competencies = Adaptability, Organizational Skills, Problem Solving, and Resourcefulness.  
 
Preferred Work Experience:
  • Technical writing experience in an I/T environment.
  • Proposal development and end-to-end proposal production and/or editing experience, preferably in a healthcare and/or IT environment.
  • Project lead or project management experience.
  • Experience using document management software packages.
Preferred Skills and Abilities:
  • As needed, capacity to work weekends and holidays to meet deliverable timelines.
  • Broad understanding of corporate products and processes.
  • Familiarity with APMP (Association of Proposal Management Professionals) and Shipley methodologies and proposal management tools such as SharePoint and Visible Thread.
Preferred Software and Tools:
  • High level skills with MS Word and Adobe Pro.
  • Intermediate skills with MS Excel and MS PowerPoint
  • Visible Thread or other Proposal Software Management suites.
Required Education:
Bachelor's degree - any job-related field or 4 years of job related work experience or 2 years of job related experience plus an associate’s degree in any job related field
Required Work Experience: 7 years technical writing and/or proposal development experience to include a minimum of 4 years of proposal development experience in a IT environment. Includes technical document development design experience.
Preferred Education: Bachelor's degree- Computer Information Systems/Technology, English, Journalism, or Business.
Preferred Work Experience: Technical writing experience in an I/T environment. Proposal writing and end-to-end proposal production and/or editing experience, preferably in a healthcare environment. Project lead or project management experience. Experience using document management software packages.

Job Description:
  • Responsible for the overall proposal management process and provides expert-level guidance into proposal-related policies, processes, and procedures.Takes ownership of all phases of the proposal life cycle to ensure complete, compliant, responsive, and customer-centric proposals are delivered on time for solicitations (RFPs, RFIs, RFQs, task orders, etc.) ranging from minimum size and complexity to very large efforts requiring coordination with multiple business partners.
  • 40% Develops and executes strategies and plans to ensure development, documentation, and delivery of quality, thorough, timely, and accurate solicitation responses that meet the client's reputation. Provides subject matter expert (SME)-level assistance when managing response activities such as scheduling, resource coordination, status reporting, and facilitation of peer and executive reviews.
  • 30% Facilitates development of appropriate, accurate, and differentiating proposal response materials from across multiple business units to include content development, editing, document design, and graphic design support.
  • 20% Provides expert-level guidance to team members on the proposal development life cycle, related processes and procedures. Responsible for the development and documentation of department policies and procedures. Processes recommendations and support to related business units (such as Business Development).
  • 10% Manages and contributes to the development and maintenance of departmental resources such as knowledge bases, proposal management tools, and user repositories.
Required Skills and Abilities:
  • Strong knowledge of Proposal Lifecycle activities and the ability to train others in these activities.
  • Solid presentation skills and the ability to communicate, influence, and gain commitment from team members.
  • Excellent writing and editing skills.
  • Demonstrated ability to provide guidance to less experienced staff.
  • Able to lead several proposal development projects simultaneously.
  • Able to communicate effectively with all levels of the organization, including management, highly skilled technical staff, non-technical personnel, and with external clients.
Required Software and Other Tools:
Microsoft Office, Project, Visio, and Adobe.
Preferred Skills and Abilities:
  • Broad understanding of corporate products and processes.
