Job Description

Job Title: SCADA Commissioning Engineer
Location: Fully Remote (Working time based on Central Time. Available to overtime and working on Saturday)
Duration: 6+ Months
 
Responsibilities include, but not limited to:
  • Review and approve Contractors I&C commissioning plans, tests, SAT and SIT procedures, reports and work method statements.
  • Coordinate Contractors and Vendors on work priority across multiple projects simultaneously
  • Supervision and witnessing of approved tests, and review of the subsequent test reports.
  • Commissioning of I&C components and systems such as:
  • Automation Processors
  • Sensors, drives, switches, relays, substation components, computers
  • PLC/SCADA Logic-Diagrams, Logic-Symbols, SCADA Tools, Power Plant Controllers, Battery Monitoring Systems.
  • Harmonization of Programming-Languages and communications protocols
  • Interlock checks and optimization of control circuits according to logic-diagrams
  • Commissioning coordination for I&C components of “black-box” devices,
  • Proper handling of commissioning documentation, mark ups, and As-Built drawings
  • Prepare regular Site progress reports for the I&C related parts/systems/equipment as required by the Head of Commissioning (daily, weekly, and monthly).
  • Maintain records for design deviations by either the Contractor or the Owner including the necessary evidence supporting the implemented design for all I&C related topics.
  • Review and confirm the completeness and correctness of the Handover Installation Packages as prepared by the Contractor.
  • Record entries to the punch list for the construction and commissioning management.
  • Ensuring that commissioning procedures are followed, and proper documentation is maintained.
  • Maintain daily site log and updated temporary changes logbook as required.
  • Identify and resolve conflicts between installed and as-designed conditions.
  • Support site commissioning including grid and performance testing of renewable power projects.
  • Coordinate with Global SCADA commissioning unit, supporting on global activities and improving policies, technical specifications and guidelines
  • Assist in the coordination of I&C equipment works with civil, mechanical and electrical works to avoid conflicts and minimize delays whilst ensuring the efficient, cost-effective and safe completion of the projects.
  • Review site related I&C equipment design/engineering matters submitted by the Contractor.
  • Review Contractor’s site quality assurance/quality control (QA/QC) QCP system proposed for all I&C erection/installation activities. Apply QA/QC requirements according to field quality program, I&T programs, and I&T plans.
  • Check the completeness of designs, drawings and specifications prepared by others including substation single- and three-line diagrams, fiber optic layouts, medium voltage collection systems, etc.
 
Skills
  • A highly collaborative and organized personality with a strong mindset towards organizational growth and change management is required.
  • Highly skilled in project management practices and problem solving, with the ability to organize, prioritize, manage, and report on multiple details/tasks/ criticalities/projects to ensure accuracy and quality of outcomes.
  • Expert level knowledge of field instrumentation testing procedures, requirements, methodologies, and sequencing.
  • Superior knowledge about SCADA integration and communication protocols regarding protection relays, inverter controls, instrumentation, RTU and digital control systems is required.
  • Superior knowledge regarding OT/It systems and protocols (PI, OPC, servers etc)
  • Strong knowledge of renewable plant designs, engineering processes, instrument measuring technologies, and installation practices is required.
  • Strong knowledge of Medium and High Voltage three phase power systems, AC and DC power systems, is desired.
  • Strong ability to troubleshoot and correct complex electrical, mechanical, protection system and SCADA related faults/defects.
  • Ability to perform start-up and commissioning of plant components, regarding I&C, according to the commissioning, start-up, operation, and maintenance manuals.
  • Strong interpersonal skills with ability to engage and cooperate effectively with multidisciplinary and multinational teams to carry out tasks and provide practical support throughout the commissioning and ramp-up phase of all plants.
  • Excellent written and verbal communication skills for vendor, client, and internal customers.
  • Demonstrated adaptability and flexibility to manage deadline pressure, ambiguity, and changing needs.
  • Strong working knowledge of Microsoft Office: Outlook, Word, Excel, PowerPoint.
  • Availability to frequent travels domestically

  • Required Qualifications
    Minimum of 8 years of increasing responsibility in industrial SCADA, industrial ethernet and cyber security commissioning and/or engineering activities within the power generation or a closely related industry (renewable power, energy, chemical, etc.)
  • A Bachelor’s degree in Engineering (Electrical, Automation and Controls, Robotics, or closely related disciplines) with demonstrated work experience providing high level engineering support in industrial I&C (SCADA and communication protocols) in the power generation or closely related industries (renewables is desirable)
  • A Master of Engineering degree in Electrical, Automation and Controls, Robotics, or closely related disciplines is strongly desired.
