Job Description

Job Title: Program/Project Manager
Location: Rosemead, CA - 91770 (Hybrid in office one day a week on Wed)
Duration: 12 months Assignment

Notes and Overview:
This is a 3-5 person team.
Core Skills: 3 years min delivering projects. Experienced in JIRA, Octane PLUS, GitHub, UMT360.

3 top must haves:
1) Project Management handling medium- high level projects.
2) Agile Scrum experience on a high level.
3) Understanding web-based projects (web & ecommerce).

Soft Skills: The candidate must have the ability to present and communicate effectively to high level executives.

Day to Day:
Direct project planning, Manage all stages of the systems development cycle, facilitate regularly scheduled project team meetings, manage vendor engagements.

IV Process: This will be a 2 panel interview, 1 hour, 1-2 rounds.

Day-to-Day Responsibilities:
  • Direct project planning (scope, schedule, and budget), project initiation, project execution, and project closure by adhering to IT standards and processes.
  • Lead matrixed project teams comprised of IT resources and business stakeholders.
  • Manage all stages of the systems development life cycle, using a high degree of knowledge and project management experience ranging from traditional waterfall to agile methodologies.
  • Develop project schedules, cost estimates and forecasts; maintain them with high accuracy from project inception through completion and closure.
  • Proactively and independently manage project risks, resolve issues, and address escalations impacting project scope, timeline, and budget.
  • Conduct and facilitate regularly scheduled project team meetings and Sponsor updates to convey general status and updates on project deliverables, milestones and overall project work.
  • Actively monitor project quality and project performance metrics. Drive quality into creation and completion of key project artifacts and deliverables.
  • Facilitate change control and change management processes, implement controls to effectively manage and monitor scope, schedule, and budget.
  • Manage vendor engagements, including negotiating, reviewing, and approving vendor statements of work, contract change requests, purchase orders, and invoices to complete project work. Proactively manage vendors and contract execution to ensure committed deliverables are provided on schedule and milestones are met with quality of service from vendors.
Required Skills:
  • Bachelor’s degree
  • 7 years of experience leading programs, projects or key business initiatives involving technology implementations.
  • 3 years of experience as a Project Manager managing medium to large technology projects with multi-functional, matrixed teams including vendor resources. Proven track record of successfully implementing software development or cloud deployment projects.
  • Experience managing matrixed teams and resources, including vendors under statements of work and contracts (fixed bid and/or time-and-materials).
Desired Skills:
  • 3-5 years of experience working in Information Technology in an electric utility.
  • 3-5 years of IT portfolio and customer relationship management experience.
  • Bachelor’s degree in Engineering, Business, Computer Science or Information Technology-related field.
  • Demonstrated experience managing project quality including quality assurance, metrics and quality controls.
  • Professional training and certifications consistent with Project Management including PMP, Agile methodology (e.g. Scrum) certification, Six Sigma, ITIL.
  • 1-3 years of demonstrated experience implementing projects using Scrum/Agile methodology and tools such as Jira, Octane, GitHub or equivalent.
  • 3-5 years of experience with customer service systems, such as billing & collections, CRM, data warehouse and analytics, contact center systems, customer-facing web and mobile apps.
