Job Title: Program Manager – Treasury | Intra-Day Liquidity Program Duration: 6 Months (extension likely) Location: Toronto, ON (Hybrid - 2 days in office)
Role Overview The Program Manager will lead the end-to-end delivery of a large, complex Treasury transformation program focused on Intra-Day Liquidity (IDL) monitoring and management. The role is accountable for orchestrating multiple workstreams spanning data integration, technology delivery, third-party vendor implementation, regulatory enablement, and business process transformation.
This position partners closely with Corporate Treasury, Risk, Technology, Operations, and external vendors to deliver a scalable, governed intraday liquidity capability that provides near-real-time visibility into cash, collateral, and payment flows across entities, currencies, and payment systems.
Key Responsibilities: Program Leadership & Delivery · Own and manage the overall program plan, governing multiple interdependent workstreams across business, technology, data, and vendor delivery. · Drive disciplined execution aligned to enterprise program delivery frameworks, ensuring scope, schedule, budget, and quality objectives are met. · Establish and run program governance, including SteerCo, executive updates, dependency management, and integrated risk and issue tracking. · Provide clear line-of-sight from regulatory and business outcomes to delivery milestones and benefits realization Intra-Day Liquidity Domain Delivery · Lead delivery of capabilities supporting real-time or near-real-time liquidity visibility, including: o Cash and nostro positions o Central bank and FMI balances o Payment flows and intraday funding usage o Collateral availability and constraints · Coordinate the build and rollout of dashboards, alerts, limits, EWIs, and intraday monitoring tools used by Treasury and Risk teams.
Data Integration & Architecture Oversight · Lead cross-functional efforts to source, integrate, and reconcile data from dozens of internal and external systems, including payments, core banking, trading platforms, FMIs, custodians, and central banks. · Partner with Technology and Data teams to oversee ETL pipelines, SLAs, latency tracking, data quality controls, and exception management. · Ensure data lineage, ownership, and controls are clearly defined to support auditability and regulatory expectations.
Third-Party Vendor Management · Act as the primary program interface to the selected third-party IDL vendor, overseeing: o Onboarding, due diligence, cyber/security reviews, and contracting milestones o Solution configuration, integration, and deployment o Delivery governance, issue escalation, and dependency alignment · Ensure vendor deliverables align with internal architecture standards and Treasury operating model requirements. Regulatory & Risk Enablement · Partner with Treasury Risk and second-line teams to ensure delivered capabilities support regulatory expectations for intraday liquidity risk management. · Translate regulatory requirements into prioritized delivery scope, controls, and evidencing mechanisms. · Support internal and external examinations by ensuring documentation, controls, and reporting are complete and production-ready.
Operating Model & BAU Transition · Lead the transition from program delivery to business-as-usual (BAU), including: o Operating procedures and runbooks o Roles and ownership models across Treasury, Risk, Technology, and Operations o Training, change management, and adoption readiness · Ensure sustainability of the intraday liquidity capability beyond the initial regulatory delivery.
Required Qualifications · 10+ years of experience in program or senior project management within financial services. · Proven ability to manage complex data and technology integrations across numerous source systems across multiple teams and lines of business. · Exceptional stakeholder management skills, with the ability to engage and influence senior executives. · Demonstrated experience leading complex, multiple workstream initiatives that span an Enterprise.
Preferred Qualifications · Experience delivering programs under strict timeline constraints and heightened regulatory or audit oversight. · PMP, PgMP, SAFe, or equivalent certification preferred. · Nice to have understanding of Treasury, liquidity management, payments, or financial market infrastructure concepts.
