The Contractor shall provide Hematology/Oncology Specialized Registered Nurse services via telehealth in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA) and the National TeleOncology program currently servicing 96 care sites across the VA healthcare enterprise

GENERAL:
Services Provided: The Contractor shall provide Hematology/Oncology Specialized Registered Nurse, services via telehealth in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA) and the National TeleOncology program currently servicing 96 care sites across the VA healthcare enterprise.

1.    Place of Performance: Contractor shall furnish services virtually via telehealth.  VA’s National TeleOncology Service is hubbed at the Durham VA Healthcare System in Durham, NC.
2.    Period of Performance:  Base Year and Two Option Periods.
2.    QUALIFICATIONS:
1.    Staff/Facility
1.    License: The Contractor’s staff(s) assigned by the Contractor to perform the services covered by this contract shall have a current license to practice medicine or nursing (as applicable) in any State, Territory, or Commonwealth of the United States or the District of Columbia) when services are performed via telehealth on VA property.
All licenses held by the personnel working on this contract shall be full and unrestricted licenses. Contractor’s staff(s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract.

2.    All Contractor’s staff(s) must be currently certified in Basic Life Support (BLS) Advanced Cardiac Life Support (ACLS), or equivalency. All continuing education courses required for maintaining certification must always be kept up to date. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of contract performance.
2.    VA Hours of Operation/SCHEDULING
1.    National TeleOncology Business Hours: MON-FRI 0800-1630 ET Closed on weekends and closed on all Federal Holidays (listed below).
2.    Clinic Schedule: MON-FRI variable by site and time zone.  Closed on weekends and closed on all Federal Holidays (listed below).
2.    Patients must be seen via telehealth in a timely manner in accordance with VA Rules and Regulations on clinic wait times and consult completion. Contractor shall notify the COR at least monthly about any obstacles to meeting this performance measure.
3.    The Contractor shall be available and present online during normal clinic hours, which will be established, and may be revised, as deemed appropriate for patient care by the Chief Medical Officer. Currently, normal clinic hours are variable by site and timezone.
3.    Federal Holidays: The following holidays are observed by the Department of Veterans Affairs:

•    Martin Luther King’s Birthday
•    Memorial Day
•    Juneteenth
•    Independence Day
•    Labor Day
•    Columbus Day
•    Veterans Day
•    Thanksgiving
•    Christmas
•    Any day specifically declared to be a national holiday.
4.    CONTRACTOR RESPONSIBILITIES
1.    Clinical Personnel Required: The Contractor shall provide personnel who are competent, qualified per this performance work statement and adequately trained to perform assigned duties.
2.    Standards of Care: The contractor’s’ care shall cover the range of Hematology and Oncology services as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality, meeting or exceeding currently recognized TJC, VA and national standards as established by:

2.    Per the qualification section of this PWS, the Contractor shall provide the following staff:
1.    Hematology/Oncology Specialized Registered Nurse(s) Four (4) FTEs
3.    Scope of Care: Contractor’s staff defined below (as appropriate and within scope of practice/privileging) shall be responsible for providing support for Hematology/Oncology care, including:
Hematology/Oncology Specialized Registered Nurse(s):
1.    Process incoming consults by assigned team and subspecialty diagnoses: Contractor’s staff(s) shall follow the Standard Operating Procedure (SOP) titled Team Consult Care Coordinator Registered Nurse (CCRN) Procedures, CLO 201, dated 5/22/2024 to handle all incoming consults to the assigned team.  More than three (3) deviations from SOP guidelines in a quarter are considered unacceptable.
2.    Communication with the supervisor: Contractor’s staff(s) shall notify the nurse manager on the same day if, the required time frame in SOP CLO 201 cannot be met.
3.    Process individual view alerts in CPRS: Contractor’s staff(s) shall process view alerts no later than seven (7) days from the date they were created.
     5.   GOVERNMENT RESPONSIBILITIES
       VA Support Personnel, Services or Equipment: Government Furnished Equipment will be supplied (if available).
