Job Title: Buyer Duration: 12 Months Location: Kennedy Space Center, FL (32815)
Job Summary: Reports to and receives operational direction from Procurement Management. Receives functional guidance from the global business unit Contracts and Procurement Manager. Performs tasks involved in the formation, administration/expediting, and delivery of purchase orders. Communicate with suppliers and personnel within the client to establish a clear definition of requirements and to assure performance to purchase order terms and conditions. Prepares bidder pre-qualification, bidder lists, bid solicitation, and bid analysis, makes commitments, and administers purchase orders.
Education and Experience Requirements:
Knowledge of business administration procedures, techniques, and business ethics.
Skilled in oral and written communication.
Intermediate knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
Intermediate understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
Intermediate understanding of Cost Accounting Standards, and determination process for applicability to the work
When assigned to a job site location, experience in materials handling operations is desirable.
Intermediate understanding of scheduling concepts and tools
Intermediate understanding of materials and equipment fabrication/manufacturing and associated production methods
Proficiency in organizing tasks and completing them within deadlines
Bachelor’s degree plus 3 years of experience or 9 years of related experience in lieu of a degree
Major Responsibilities:
Prepares bidders’ lists and qualifies bidders
Forms bid packages and issues bid requests coordinates bidders’ questions and receives bids
Communicate with suppliers and personnel within the Client to establish a clear definition of requirements and to ensure performance to purchase order requirements
Initiates and processes purchase order revisions that establish scope and effects on cost and schedule of agreed-upon changes
