Job Description:
As an IT Program Financial Analyst, you will apply financial modeling and analytics expertise to enable decision-making for strategic M&A programs and other projects. You will be part of a finance business partnering team leveraging Technology Business Management (TBM) practices and software solutions to deliver cost transparency, enhance IT and business alignment, and support IT leadership in managing and communicating the cost, quality, and value of technology investments.
Reporting to: Manager, IT Finance Business Partner – Strategic Initiatives
Primary Focus: Support IT Program Financial Analysis and decision support for the American Health EVB Program.

As an IT Program Financial Analyst, you will apply financial modeling and analytics expertise to enable decision-making for strategic M&A programs and other projects. You will be part of a finance business partnering team leveraging Technology Business Management (TBM) practices and software solutions to deliver cost transparency, enhance IT and business alignment, and support IT leadership in managing and communicating the cost, quality, and value of technology investments.
Reporting to: Manager, IT Finance Business Partner – Strategic Initiatives
Primary Focus: Support IT Program Financial Analysis and decision support for the American Health EVB Program.
What You’ll Do:
- Manage robust program financial consolidation models and analytics to identify emerging trends, support decision-making, and create forward-looking insights.
- Manage the production and development of program reporting tools (dashboards, scorecards, resource estimation workbooks, etc.) and KPIs that provide actionable insights into program expenses, capital project spending, headcount trends, and associated risks or opportunities.
- Provide ongoing financial modeling and analysis to senior IT leaders to support decisions around resource management, capital investments, and procurement.
- Lead analysis and review of monthly actuals (including accruals) and update monthly/multi-year forecasts through a detailed review of contracts.
- Perform various ad hoc financial analyses or summaries to assist IT Leadership with transparency and scenario planning.
- Support validation and review of JIRA-driven decision-making frameworks for IT spend approvals.
- Align forecasts within Apptio to ensure visibility into near- and long-term program expense projections.
- Ensure consistency of forecasting data within Apptio and external expense models.
The Background You’ll Need:
- Education: Bachelor’s degree in Finance, Accounting, or Economics; MBA in Finance or advanced degree in a quantitative field preferred.
- 7+ years of progressive IT financial planning and analysis experience focused on IT operations, projects, or strategic initiatives.
- Advanced knowledge of financial data modeling, IT analytics, cost classification, and service costing strategies.
- Familiarity with complex resource funding models and capitalized labor impact on forecasts.
- Understanding of the TBM framework and IT budget management in areas such as Application Development, Information Security, and Infrastructure.
- Comfortable navigating rapidly changing environments and initiating change.
- Certifications like CMA, CPA, FMVA, FPAC preferred; TBM or FinOps certifications are a plus.
The Behaviors and Skills You’ll Need:
- Proven expertise in IT financial management practices: budgeting, forecasting, cost allocation, and project analysis.
- Strong understanding of GAAP and expense treatment for internally developed software and cloud computing.
- Excellent project management, communication, and cross-functional collaboration skills.
- Strong analytical and problem-solving skills with the ability to size strategic alternatives and make recommendations.
- Proficiency in:
- Tools: Workday, JIRA, ServiceNow, Adaptive Insights
- Platforms: Apptio One, TargetProcess (preferred)
- Software: Advanced PowerPoint and Excel (IF statements, VLOOKUP, Power Pivot/Query, SQL, macros)
