Job Title: Project Controls Coordinator III
Location: Houston, TX 77079
Duration: 12 months (09/22/2025 to 09/21/2026)

Primary Focus:
A leader in energy industry in crude and natural gas transportation and gathering, has an immediate need for a Cost Control Analyst. This position will be responsible for providing “Total Cost Control” guidance, governance and support for Project Managers and project team members (engineering, procurement, construction, project management, support groups, contingency, escalation, etc.). This will require collaboration with your counterpart supporting the schedule control for the project. A successful candidate would also be expected to support implementation of all Project Control processes and procedures (Baselining, Change Management, Risk assessments, Lifecycle Stage Gates, Reporting).

A leader in energy industry in crude and natural gas transportation and gathering, has an immediate need for a Cost Control Analyst. This position will report directly to Supervisor, Project Controls, Core Programs. The Core Project Controls Team primary supports maintenance projects. A qualified individual will need the ability to manage their time effectively to support 10 or more projects. Projects are generally one- or two-years duration and range from $300K up to $10MM. Most of the work is in the office with occasional travel to other offices or project sites in United States or Canada.
 
Overview:
The Cost Control function is primarily responsible for setting the control budget, project cost controls, forecasting, analyzing forecast variances and cost/schedule performance indices. Additional responsibilities include preparation of stage gate deliverables and risk identification for the project. Also responsible for generating all monthly, bi-monthly, and quarterly reports with intended audiences ranging from local project team members to senior level company executives and the Board of Directors.
 
Specific Accountabilities:
  • Provide support to the Project Manager, project team and project cost controls staff on how cost should be planned, tracked, measured, forecasted, and reported during project execution and/or development.
  • Monthly review of cost/cash flow forecasts with the Project Manager and extended project team to generate regular reporting requirements.
  • Provide timely, accurate and relevant guidance, governance, and support to projects on approved cost controls standards to manage Authorization for Expenditure (AFE) components including External Engineering services, Procurement of Material/Equipment, Construction services, internal cost, Allowance for Funds Used During Construction, Contingency, Escalation, etc.
  • Maintain cost and schedule planning, tracking, and reporting tools.
  • Possess a solid understanding and application of Earned Value Management (EVM) principles and methodology to identify, analyze and report cost risks in a timely fashion.
  • Manage continuous and collaborative communication with Project Managers and project cost controls teams to address project cost related needs.
  • Monitor project reporting and identify deviations from standard reports. Assist project cost controls teams with timely and accurate data gathering and delivery issues.
  • Participate and resolve any issues in execution of joint Cost, Schedule, and Risk Health Checks to verify effective planning and implementation of cost processes.
  • Take interest and actively participate in project meetings with vendors to understand and become familiar with changes in project status to provide assistance in the areas of cost.
  • Take the lead in completing the remaining closeout activities of Project.
Qualifications:
  • Bachelor's Degree from an accredited university preferred (Business Administration, Engineering or Construction Management.)
  • Completion of a Certified Cost Engineer (AACE's CCC/CCE) or Project Management Professional credential (PMP) is preferred.
  • Proficient in Oracle, EcoSys, Excel, PowerPoint and Word.
  • Familiar with Power BI, OneDrive and SharePoint used for documentation and reporting.
  • Excellent written and oral communication skills with the ability to respond to and anticipate information needs and present that information in a clear and concise manner.
  • Experience in developing, enhancing and implementing cost and schedule standards.
  • Experience in using and enhancing cost controls tools and associated systems.
  • Effective analytical skills with the ability to understand detailed workflows for Engineering, Procurement, and Construction.
  • Ability to effectively prioritize a heavy workload, bringing forward well-developed recommendations to the Project Team.
  • Ability to work with low supervision and work effectively with others to achieve group results.
  • Must be able to work with a team dispersed over multiple locations.
Years of Experience:
  • Four to eight years of experience in performing cost and schedule management and other project controls functions for multiple project assignments.
  • Experience in the Oil and Gas, Petrochemical, Industrial and/or Power industries is preferred.
