Job Title: IT Program Manager
Location: Columbia, SC (Partial Onsite - Tuesday, Wednesday, Thursday and as needed.)
Duration: 12 months
Schedule: 8:30a – 5:00p [30 minute lunch] - Occasional weekends/off hours for implementations
 
Job Summary:
Duties/About the role:
Responsible for overall coordination, status reporting, and stability of project-oriented work efforts.  Responsible for multiple work efforts of any size, from minimum complexity system/customer impacts to greater complexity system/customer impacts. Adheres to project management processes and methodologies to ensure projects are delivered on time, within budgeted hours, adheres to high quality standards, and meets ISSM expectations.  Monitors project plans, assignments and work efforts on a daily basis.  Ensures resource needs are assigned appropriately and escalates functional, quality, timeline issues.  Tracks key project milestones and adjusts project plans to meet the needs of work effort.  Responsible for leading the project from inception to final business acceptance and implementation. Mentors other project leads and participates in the training and development of staff.
 
•20% Develops and monitors project plans, risk management plans, and project documentation from scope to post implementation. Ensures project documentation and deliverables are complete, on budget, within scope, and in accordance with standards.
 
•20% Identifies items that impact the scope, budget, risk, and resources of the work effort. Monitors resource requirements based on project specifications. Ensures resources are assigned to meet project objectives while managing project hours budgeted.
 
•20% Responsible for the development, execution, and maintenance of project communications. Facilitates effective communications between all parties involved in the project and/or work efforts. This will include meetings, correspondence, status reports and other documentation.
 
•20% Identifies the impact of issues arising from the work efforts and/or resource requirements. Manages the project issues throughout the project life cycle. Communicates the implications of changes to the project scope with senior management and other appropriate parties.
 
•10% Responsible for ensuring all work efforts have appropriate documentation for audit purposes utilizing project methodology standards in accordance with the ISSM.
 
•10% Coaches, develops, mentors other team members. May provide guidance and leadership to staff pertaining to training and department initiatives. May provide oversight for a group of work efforts as requested. May perform peer reviews of project artifacts.
 
Day to Day:
  • Candidate will be assigned 5+ projects to oversee in terms of scope, time and cost. 
  • Responsible for project plans, driving teams to complete efforts, status reporting, executive briefings.
 
Work environment:
  • Fast paced, dynamic environment which may require action and response 24X7 to support the technical business needs of the customer and where one must be flexible to changing priorities.
 
Team Info/Team name:
  • ICT PMO -This team consists of 9 professionals with approximately 65 efforts including RFSes, POC/POTs, software and hardware implementation and upgrades, operationalization, and others.
 
 
Job Requirements:
 
Required Experience:
  • 7 years IT experience in a leadership capacity, including 4 years leading multiple concurrent project teams. Completion of the client's Training Program for Project Management may substitute for one year of experience.'
 
Required Education:
  • Bachelor's Degree or 4 years of job related work experience or 2 years of job related experience plus an associate’s degree in any major.
 
Required Skills and Abilities:
  • Exceptional communications (verbal and written) skills with all levels of management and team members.
  • Superior leadership skills in a team or project environment.
  • Exceptional problem solving and conflict management/resolution skills.
  • Highly effective analytical and organizational skills with attention to detail.
  • Excellent understanding of project management principles and methodologies, information systems, business processes, and the key drivers and measures of success for the business unit and the organization.
  • Superior competency in management of resources to meet goals and multiple projects.
  • Highly effective ability to lead multiple multidiscipline, high-performance work teams throughout project life cycle.
  • Advanced ability to negotiate terms and scope of work documents.
  • Advanced ability to prepare and present formal presentations to senior management.
  • Proven ability to manage all phases of work effort from inception to completion.
  • Highly effective strategic thinking skills. Proven effectiveness in conducting analysis of project triple constraints.
 
Required Software and Tools (Hands on experience required):
  • Advanced knowledge of Microsoft Office and project management tools.
 
Soft skills:
  • Strong communication skills to manage teams and meetings
  • Adaptability for multiple, disparate efforts Issues management and resolution through the project life cycle
  • Strong written skills to create of auditable project artifacts
 
Nice to have/Preferred skills:  Microsoft Project, Azure DevOps
 
Preferred Certification or licenses: PMP Certification
