Job Title: Project Engineer / Pipeline Engineer: III
Location: Beaumont, TX (40% Office – Edison Plaza, 60% Pipeline Sites in TX & LA)
Duration: 12 Months
Overview
Client is seeking a Project Engineer based in Beaumont, TX. The ideal candidate comes with project management/engineering experience in an operating environment and has experience handling multiple projects simultaneously. This is a contract position supporting client Pipeline Affiliate Company, client Pipeline Company.
Primary Responsibilities

Maintains protection of environment and the health and safety of our employees, customers, and the community as our highest priority. Participates in HSE reviews, site observations, permit audits and housekeeping inspections as required during field execution.

Responsible for project management including, but not limited to, routine project updating and forecasting, cost controlling, schedule adherence, change management, documentation, and closeout activities.
a) Work with project owner to define and develop project scope, goals and deliverables that support progression through staged gate project management system.
b) Develop project cost and schedule estimates based on vendor information and market conditions and prepare funding requests.
c) In collaboration with discipline leads, determines applicable client and Industry Specifications, policies, and procedures, and assures project compliance. Endures compliance with Applicable regulatory standards (DOT, PHMSA, FERC, etc.).
d) Assembles specifications, procedures, scope of work, and other required documentation into bid packages to be issued. Works with procurement to coordinate bid evaluation, review, and award.
e) Communicates directly with outside equipment and material vendors to specify, obtain quotes, and follow up on purchases of equipment and services.
f) Steward, plan, and oversee contractors, costs, progress against schedule, and scope of work.
g) Assist and coordinate drawing/document reviews, RFI's (requests for information), change proposal requests, and change orders and incorporate changes into the project documents.
h) For ongoing projects, coordinate interfaces between the Contractors and client Functions (Engineering Organization, Operations, Maintenance, Turnaround Planning Team, etc.). Interface with Maintenance planners to schedule site activities for maintenance projects.
i) Work with site client Expansion Project (GPX) Interface contact and Operations and Maintenance personnel to coordinate timely work permit issuance and participation in commissioning and startup activities.
j) Develop Project Binder/Documentation with relevant check sheets to support mechanical completion, commissioning, and startup activities.
k) Ensures all modifications are accurately documented, incorporated into the master set, and released back to Operations in a timely manner.
Skills and Qualifications

Bachelor’s degree in engineering / technology and 10+ years of industry or 15+ years industry experience

Project engineering / management experience on small capital and expense projects at operating facility/pipelines.

Ability to read and interpret mechanical drawings and Process Flow Diagrams, including flow charts, cause/effect diagrams, P&IDs, and fabrication drawings

Mechanical/Piping and Instrumentation and Controls experience preferred but not mandatory

Experience with natural gas distribution and transmission, custody transfer meter stations, regulator stations, and gas storage facilities preferred but not mandatory

Knowledge of common engineering practices and Industrial codes including ANSI B31.3 piping code, ASME Section VIII pressure vessel code and other related codes and standards of ANSI, ASME, ASTM, API, IEC, NACE, NEC and NFPA

Experience with B31.8 pipeline, DOT, PHMSA, and FERC regulated pipeline a plus

Field commissioning and startup planning and execution experience preferred

Demonstrated ability to handle multiple projects simultaneously

Working knowledge of petrochemical industry practices for safety and permit to work

Good understanding and ability to comprehend applicable industry standards

Project management skills including ability to organize, plan and deliver results per business timeline

Knowledge of project cost estimating and scheduling techniques

Knowledge of equipment specification and procurement

Microsoft suite of software
