Job Description

Job Title: Technical Program Manager
Location: Coppell, TX, 75019
Duration: 6 Months Contract

About Role:

Our client is seeking an experienced CoE Lead to design and establish a Center of Excellence (CoE) for Managed Service Provider (MSP) Excellence within a Global Technology Solutions organization. This is a greenfield engagement where the CoE, SIAM standards, governance playbooks, and enablement structures are still being developed.

The ideal candidate will define the CoE vision and operating framework, establish standards and governance processes, create scalable playbooks and training programs, and ensure all deliverables are documented for long-term ownership by the permanent team. This role requires a highly independent consultant-style professional who can drive structure, stakeholder alignment, and execution from inception through transition.

Key Responsibilities:

  • Define the purpose, scope, operating model, and governance framework for the MSP Excellence CoE, including ownership boundaries and collaboration models with Governance, Finance, and Data teams.
  • Establish standards council governance, meeting cadences, and decision-making processes for SIAM standards, onboarding assets, and enablement curriculum approvals.
  • Develop practical and scalable SIAM standards, operational playbooks, governance procedures, and process documentation aligned to the organization's current maturity level.
  • Create and maintain reusable templates, checklists, frameworks, and reference materials for ongoing operational support.
  • Design and deliver training and enablement programs focused on SIAM principles, provider governance expectations, operational standards, and evidence management.
  • Build onboarding materials for new vendors and internal team members to ensure consistent understanding of MSP governance practices.
  • Conduct an assessment of the current MSP governance environment, identify capability gaps, and define a future-state maturity roadmap for continued evolution.
  • Ensure all CoE deliverables, standards, playbooks, training assets, and documentation are organized for sustainable ownership by the permanent organization.
  • Support transition planning and knowledge transfer activities for incoming permanent staff throughout the engagement lifecycle.

Required Qualifications:

  • 10+ years of experience in consulting or enterprise environments focused on CoE development, governance frameworks, enablement programs, or managed services operations.
  • Proven experience building governance standards, operational playbooks, and training programs within multi-provider managed services ecosystems.
  • Strong ability to create practical, user-friendly standards and documentation that drive adoption and operational consistency.
  • Experience operating independently in contractor or consulting engagements with responsibility for stakeholder management, scope execution, and delivery ownership.
  • Strong facilitation, communication, and instructional design capabilities across technical and business audiences.
  • Demonstrated success delivering documentation and operational assets that can be independently maintained by long-term internal teams.
  • ITIL, PMP, or related certifications preferred.
  • Bachelor’s degree required.

Core Competencies:

  • Center of Excellence (CoE) design and operating model development
  • SIAM governance standards and playbook development
  • MSP governance and vendor management enablement
  • Training development, facilitation, and instructional design
  • Maturity assessments and roadmap creation
  • Consulting engagement delivery and knowledge transfer management
