Summary:
This position manages multidisciplinary projects, including coordinating the work of contractors and designers at all stages. The Project Manager will advise on the selection of consultants, review and comment on design stages, and support or lead the decision-making process to determine the most optimal planning options. This role oversees the planning and construction processes, including the development and management of grant applications.
Essential Functions:
- Provide leadership and work with staff to create a high-performance, service-oriented work environment that supports the company’s mission, objectives, and service expectations.
- Plan, organize, direct, and evaluate the performance of assigned staff, establishing performance requirements and developmental targets.
- Manage grant application and management processes, including Quarterly Project Reports and Grant Closeout, ensuring compliance with FAA federal funding regulations.
- Coordinate between the FAA and sponsors.
- Manage Passenger Facility Charges (PFCs).
- Identify and secure funding sources, including grants, bonds, and private investments.
- Prepare and submit budget estimates, progress reports, cost tracking, and other requested reports.
- Perform complex architectural or engineering reviews of tenant/subtenant projects; conduct meetings with internal and external contacts, including site inspections to gather information and align expectations.
- Review and evaluate concept designs, preliminary designs, working drawings, structural calculations, specifications, mechanical and electrical plans, schedules, cost estimates, landscape, and hardscape designs.
- Identify potential or actual non-compliance or design issues, and formulate appropriate design options, recommendations, and alternatives for resolution.
- Develop and administer professional design services contracts; draft RFPs, RFQs, and consultant agreements; lead the consultant selection process; assist in negotiating fees.
- Manage, direct, monitor, and review the work of design consultants to ensure contract terms are met; review invoices and identify discrepancies.
- Monitor construction work to ensure conformance with architectural/engineering plans and specifications; review and approve submittals, evaluate change order requests, provide field clarification, and offer feedback to contractors.
- Ensure project compliance through proper documentation and ensure that projects under supervision are completed within established timeframes and budget.
- Participate in project design teams, master plan teams, or interdepartmental meetings, making professional presentations to internal departments and at regular project team meetings with tenants, consultants, contractors, and pertinent Authority departments.
- Execute any other duties assigned by the Supervisor.
Qualifications/Requirements:
- Bachelor’s and/or master’s degree in Engineering with five (5) to ten (10) years of related experience.
- Project management experience.
- Knowledge of construction theories, principles, and practices.
- Familiarity with federal, state, and local laws, codes, regulations, and company policies relevant to areas of responsibility.
- Understanding of project development, planning, design, and construction guidelines per FAA and IATA requirements.
- Knowledge of the Airport Improvement Program (AIP), PFC project funding, and grant application procedures.
- EIT certification (minimum).
Required Skills/Abilities:
- Fluent in both Spanish and English, written and oral.
- Proficient in Microsoft Office.

- Ability to function well in a high-paced, and sometimes stressful, environment.
- Excellent interpersonal and customer service skills.
- Excellent time management skills with a proven ability to meet deadlines.
- Ability to understand, interpret, and apply federal, state, and local laws, codes, standards, regulations, and planning and design concepts applicable to architectural design and construction.
- Ability to manage direct reports and delegate tasks effectively.
