Summary:
This position is responsible for the management and administration of airfield pavement construction, repair, and civil development projects at SJU. The Senior Project Engineer will serve as the project engineer on various projects and as the subject matter expert (SME) on pavement and airfield projects. They will apply professional engineering knowledge to the design, improvement, and construction of projects, while supporting the resolution of problems related to the airport’s infrastructure and tenant development.
Essential Functions:
- Lead airfield engineering and overall development projects under general supervision.
- Responsible for airfield federally funded projects’ grants application technical packages.
- Serve as field liaison between federal agencies, designers, contractors, and the company on airfield projects.
- Remain engaged until construction closeout activities are complete, including confirmation of completion from regulatory agencies and grant closeouts.
- Take a leading role in federally funded projects’ bids, awards, and contracting processes.
- Maintain the Project Master Report with details of all project costs, contract documentation, purchase orders, grant agreements, cumulative reports, AIP cumulative report, and percent of project completion.
- Lead the documentation and development process of the Airport Construction Improvement Plan (ACIP), Five-Year Plan, Airport Pavement Management System (APMS), and other project sourcing programs.
- Perform routine project engineering assignments related to airfield capital and major maintenance projects.
- Serve as Subject Matter Expert (SME) on airfield projects for SJU and may supervise other airfield and general projects engineers.
- Apply professional engineering knowledge to the solution of design, maintenance, improvements, and construction problems related to the airport's infrastructure and tenant development.
- Participate as a team member in engineering planning for large capital construction projects, tenant improvement projects, and major maintenance projects.
- Conduct research for infrastructure and facilities requirements, check historical airport facility records, and organize data.
- Coordinate surveying, geotechnical, and drafting to develop contract documents, facilitate reviews, and secure permits.
- Complete routine, difficult project engineering assignments requiring professional judgment in developing solutions to problems, interpreting field conditions, and making recommendations in line with FAA Policies and Guidelines.
- Review sketches of plan layouts, diagrams, and prepare specification provisions.
- Monitor the work performed by outside consultants and administer consultant contracts.
- Ensure project compliance through proper documentation of project records, including budgets and forecasting.
- Prepare standard operating procedures and requests for proposals.
- Evaluate proposals and proposed project schedules.
- Monitor work in progress, conducting regular and emergency site inspections to ensure compliance with approved plans, specifications, and standards.
- Analyze data and results from instruments readings and prepare inspection reports.
- Compile and maintain project records and documents, maintaining work order logs and updating documents as needed.
- Execute any other duties assigned by the supervisor.
Qualification Requirements:
- Bachelor’s degree in engineering from an accredited university.
- Puerto Rico Registered Engineer (EIT or PE).
- Five (5) to ten (10) years of related experience in project engineering, airfield construction, or civil engineering.
